摘要
标杆管理现在已经成为全球范围内的所有行业的各类组织发动组织绩效变革的重要手段。然而,美国公共行政学者乔治·弗雷德里克森则理性指出,标杆管理的好处是可以帮助一些商业组织发生变化、带来绩效,但它不是变革更不是创新。组织变革不可能由标杆管理、最佳实践和排名而引起。基于此,对我们理论和实践界提供了一个启示,标杆管理不能等于变革更不是创新,标杆管理不具有普适性,应该走出自我欺骗的思维定式。
Nowadays the benchmarking management has become the important means to start the performance reform in different organizations of all industries all over the world.However,the American public administration scholar George Frederickson pointed out rationally that although the benchmarking management can promote changes of some business organizations and bring about high performance,it is neither reform nor innovation.Organization reform can not be caused by the benchmarking management,the best practices and ranking.Based on this,what we can get is that the benchmarking management which is neither reform nor innovation is not universal,and we should get out of the thinking formulary of self-deception.
