城乡一体化的苏南模式及其创新

Urban-rural Integrated Southern Jiangsu Model and Its Innovation

城乡一体化的目标在于实现城市和乡村在经济、社会、文化、生态等领域的全方位协调互动融合发展。围绕实现这一目标,苏南地区深入推进城乡发展一体化,形成了城乡一体化的苏南模式,其发展态势可概括为:一张图,双置换,三集中,四对接,五注重。尽管城乡一体化的苏南模式在实践中取得了明显成效,但也面临着群众参与不够、资金瓶颈渐现、产权流动困难、集中经营困局、土地指标困扰等问题和挑战。推进苏南城乡一体化进一步发展并为其他地方提供经验借鉴,需要着力推动和实现城乡一体化的苏南模式的创新与完善。

Urban-rural integrated goal is to realize fusion development of coordination and interaction of a full range on city and countryside in the economic,social,cultural,ecological and other areas.In order to achieve this goal,with the further promotion in the integration of urban-rural development in Southern Jiangsu region,urban-rural integrated Southern Jiangsu model has been formed.Its development trend can be summarized as follows： One plan,two permutations,three concentrations,four linkages and five focuses.The urban-rural integrated Southern Jiangsu model practically achieved remarkable results,but it also faces a number of problems and challenges,such as,insufficient public participation,capital bottleneck,difficult property flow,centralized management predicament,land limit of distress.To promote the further development of the integration of urban-rural development in Southern Jiangsu region,and provide experience for other regions,we need to focus on the promotion and realization of the innovation and improvement of urban-rural integrated Southern Jiangsu model.
