摘要
人力资源的数量影响到区域经济增长的规模,人力资源的质量与配置决定着区域经济增长的质量。近年来,随着经济社会的迅速发展,香格里拉区域人力资源的素质得到了极大地改善,但人力资源开发的总体水平仍然偏低,配置也不尽合理,成为制约区域跨越式发展的重要因素。探讨区域人力资源开发现状及存在问题,分析其形成原因,并提出进一步开发人力资源的有效措施对区域加快发展速度与改善发展质量具有重要意义。
In a sense,the quantity of human resources influences the size of regional economic growth while the quality and allocation of human resources determines the quality of regional economic growth.In the past few years,benefiting from the rapid economic and social development,the quality of human resources in Shangri-La Region has improved remarkably.However,the overall level of human resources is still low and their allocation is inefficient.This disadvantage restricts the regional economic development.Therefore,it has great significance to explore the problems of human resources,analyze the underlying causes before proposing some effective measures for the further high-quality development of Shangri-La Region.
