“把按劳分配和按要素分配结合起来”的观点是值得商榷的。从理论上看 ,按劳分配和按要素分配是两种根本不同的分配方式 ,二者缺乏结合的内在理论依据 ;从现实看 ,无论在计划经济条件下还是在社会主义市场经济条件下 ,按劳分配都是不可能实行的 (在计划经济下实行的是和按劳分配根本对立的平均主义分配方式 ;在市场经济条件下实行的是按劳动力价值分配 ) ,二者缺乏结合的现实基础。而且这种观点与过去那种把按劳分配和按要素分配对立起来的观点并没有本质区别 ,甚至可以说前者是后者在新的历史条件下的曲折表现。

The two lack practical basis for combination.Moreover,there is no essential distinction between the argument and the one of setting distribution according to work against distribution according to element in the past. The former can even be considered as tortuous expression of the latter under the new historical conditions.
