气候变化下淮河流域水资源适应性管理初探

A preliminary study of water resources adaptive management under climate change in the Huaihe River Basin

气候变化与人类活动的不确定性因素阻碍了淮河流域水资源的有效管理,适应性管理是目前应对不确定问题的有效策略.本文针对气候变化现状,依据适应性管理内涵,在分析淮河流域水资源管理不确定性问题的基础上,提出了气候变化下水资源适应性管理机制,并对气候变化下淮河流域水资源管理提出适应性对策建议.

The uncertainities of climate change and human activities hinder the effective management of the water resources man- agement in the Huaihe River Basin. The adaptive management is an effective strategy to deal with this uncertainty problem. Based on the adoptive management connotation and the analysis of the uncertainty problems of water resources management in the Huai-he River Basin, the operating mechanism of water adaptation management under climate change is presented and the adaptive sug-gestions is proposed in this paper.
