摘要
经过多年的实践探索和经验积累,发达国家在食品安全监管方面具有先进性和科学性。而我国目前的分阶段多部门监管模式还存在着监管主体不清晰、分工不明确、监管存在盲区及交叉重复监管等问题。我国可以参照发达国家食品安全监管经验,一方面加大协调与完善我国食品安全多部门监管模式,确保政府部门监管到位;另一方面应攻坚克难,加快建设我国现代化规模以上食品工业企业,提高市场集中度,产生规模经济效益,强化食品企业的道德意识和诚信水平。同时,食品企业内部应建立科学有效的质量安全监管机制并接受社会公众监督,维护消费者权益。
The developed countries are advanced and scientific in the food safety supervision after years of accumulation. China' s multiple departments supervision mode at present appears to be tight, but bind spots and overlapping supervision issues exist. We may refer to the experience of developed countries in food safety supervision, on the one hand, it is expected to increase coordination and perfect supervision mode of China' s food safety to ensure the government supervision in place; on the other hand, difficulties are to be overcome to speed up the construction of modern large - scale food industry and strengthen the food enterprise moral consciousness and the level of integrity, at the same time, food enterprises should establish a scientific and effective quality safety supervision mechanism and accept public supervision, safeguard the interests of consumers.
