以公益为核心的公立医院绩效考核指标体系构建研究 被引量:33

摘要 目的促进公立医院科学化精细化管理,引导公立医院转变运行机制,改善医疗服务,为患者提供更满意的卫生医疗。方法借鉴平衡计分卡的思想设计公立医院绩效考核思路和框架;依据二次资料收集和深度访谈法研制了公立医院绩效考核指标体系;采用"焦点组"访谈讨论方法构建不同类别公立医院指标体系和考核办法。结果构建3个维度11个目标22指标的基准指标体系,根据医院性质、级别、类别不同对指标和权重进行微调,确定三级、二级、专科、中医医院等6组指标体系。结论绩效考核是推进公立医院改革的有效途径和方法,研究成果比较客观地衡量公立医院社会责任和运营效率,有助于推动公立医院坚持公益性的办医方向,提高管理水平,增强可持续发展能力。 Objective To improve the scientific and meticulous management of public hospital,to guide their management behavior,and provide patients with more satisfying health services.Method Framework of performance evaluation in public hospitals is designed by principles of Balanced Scored Card(BSC);index system of performance evaluation is analyzed on the basis of secondary data collection and in-depth interviews;index system and assessment method of different categories of public hospitals are constructed through "focus group"interviews.Results The standardized index system,containing 3 dimensions,11 targets and 22 indexes,has been established.Then,index and weight of the system are slightly adjusted,according to the nature,scale and category of different hospitals.Finally,6 groups of index system are set up for third-grade,second-grade and specialist hospitals and hospitals of Chinese medicine.Conclusion Performance evaluation is one effective method to promote the reform of public hospitals.Research results objectively measure the social responsibility of public hospitals and their operation efficiency,which may push public hospitals to adhere to the commonwealth,to improve the management and to sustain the development.
