基于产业集群视角的皖北城镇化发展研究

Urbanization of the North of Anhui Province from an Industrial Cluster Perspective

目前皖北地区城镇化进程滞后全省平均水平,其表现城市规模较小,缺乏中心城市带动;城镇化发展水平滞后于工业化,城市竞争力水平低;城镇化水平较低,城镇化发展呈明显的区域差异性;城镇发展缺乏产业支撑,农民工的城镇化稳定性差等方面。基于产业集群视角对皖北地区产业集群与城镇化具有相关性、现状分析,有效加快皖北城镇化发展应着力培育中心城市,注重各市产业链联系;促进产业集群,增强城镇综合承载力和服务功能;壮大一批中小城市和重点镇,改革创新行政管理体制;统筹推进皖北城镇产业协调发展,进一步完善人口城镇化政策,从而成为促进城镇化的有效动力,促进小城镇的建立与发展,增强城市的辐射与扩散能力都有积极的推动作用。

Urbanization process of the north of Anhui province has some problems including small scale of cities, low urbanization level, and lack of support industries. The study of the urbanization process and relativity from an industrial cluster perspective shows the urban- ization process highly correlates with the development level of the service industry in positive terms. To step up the development of urban- ization of the north of Anhui province, while maintaining the gro~.h rate of the secondary industry, the development of the tertiary industry needs to be accelerated. An industry cluster formed by the harmonious development of the primary, secondary and tertiary industries in the center cities, villages and towns and rural areas will drive the healthy and orderly urbanization development of the north of Anhui province. In addition, to boost the coordinated industrial development, efforts should be put in strengthening the links of industrial chains of every city, speeding up the development of industrial clusters to enhance the comprehensive bearing capacity and service function of cities and towns, and expanding a batch of small cities and key towns.
