摘要
研究了金融对科技创新贡献的效率。选取各省市的R&D投入经费、科学家与工程师人数、金融发展水平作为投入变量;各省市的授权发明专利数作为产出变量,运用数据包络法(DEA)结合Malmquist指数分析中国各省市金融对科技创新贡献的效率。研究表明:科技创新的总体效率逐年提升,技术进步的发展态势最为良好,纯技术效率次之,规模效率最差。其中规模效率存在明显的东、中、西部差异。从投入要素的利用效率来看,各要素的利用效率均处于稳步增长阶段,金融发展水平的利用效率最高,R&D投入经费、科学家与工程师人数的利用效率旗鼓相当。
In this paper, DEA method, malmquist index and panel regression are used to estimate the efficiency of finance contributes to scientific and technical innovation, taking R&D spendings, number of scientists and engi- neers, fir as input factors, number of patents as output variables. The results show that efficiency of scientific and technical innovation increases year by year, technological improvement takes the first place, pure technical efficien- cy takes the second and scale efficiency takes the last. Scale efficiency has evident regional difference. From the view of utilization efficiency, fir does the best, R&D spendings and number of scientists and engineers are neck to neck. From the results of panel regression, the improvement of fir utilization efficiency have a significantly positive effect on the efficiency of scientific and technical innovation, while the impact of R&D spendings and number of scientists and engineers to the efficiency of scientific and technical innovation is positive but not significant.
