我国高等教育专业认证发展之路径选择——基于高等教育质量保障的视角

The Development Path Selection of the Higher Education Specialized and Professional Accreditation in China——From the Perspective of Quality Assurance of Higher Education

要实现高等教育质量的全面提高,除了高校内部的自我质量保障以外,还需要政府和社会组织通过评估与评价等形式对高等教育进行外部质量保障。专业认证作为美国高等教育外部质量保障的有效手段,为我国所借鉴,在十几年的探索和实践中取得了一定的成绩,但在发展的过程中还存在很大的桎梏,主要表现为社会评价作用发挥有限、制度建设不足、国际化严重滞后。要保证专业认证的顺利发展,需要政府、高校、社会各司其职,充分发挥专业认证的社会评价作用,大力加强认证制度建设,并把不断推进认证国际化作为长期努力的方向。

To improve the higher education quality, except the quality ensurence internally by colleges and universities theirselves, the assessment by the government and social organizations is necessary as well to play the part of an external assurance. As an efficient way of external quality assurance of higher education in the U.S.A., that is a reference for our country, it has achieved considerable success in the past decades; however, there are serious barriers in its development, which are limited effect of social appraisal, insufficient system construction and lagging internationalization. To smooth the development path of the specialized and professional accreditation, the government, universities and community should be allocated reasonably and make the accreditation function adequately as a social appraisal. And strengthening the accreditation system construction and continuous improvement of accreditation internationalization are quite necessary as well.
