Social culture has influence on the transfer of the management right of agricultural land. Com- mon ideology is an important constraint condition in informal constraint conditions for the transfer of the man- agement right of agricultural land, and it also affects the direction and the manners of the transfer of rural land, besides that, it decides the quantity of transaction cost of the transfer of rural land. The practicable approach to promote the healthy development of the transfer of agricultural land is to guide and remodel the common ideolo- gy of the owners of the rural land, and to establish the self-management system of transfer of management right of agricultural land. This localized system innovation will get the attention of the decision-makers.
