Referring to the features of Yudong new district in Datong and its specific management requirement,the paper identifies the basic compilation content system for the＂new controlling regulation＂based on the fact,so as to maintain the flexible and realistic adjustment for the controlling regulation and provide the framework ideas under the practical perspective for the controlling regulation reform.
