根据目前确定的建安工程造价偏高的现状，对控制量、指导价及竞争费进行了分析。

In this paper, according to the current situation that the construction cost is higher than practice, a few of new concepts are analysed including control quality, guiding price and competitive fee. A new method severed cost form quality is presented.
