开车前安全审查(PSSR)是应用工艺安全管理标准对装置能否安全开车做出的全面性评估。它是OSHA工艺安全管理体系中的基本要素,在全球范围内石油炼化等高危行业得到了广泛的应用。PSSR安全检查表是进行PSSR审核的基础和依据,PSSR安全检查表的质量好坏直接影响着PSSR审核的开展和成果。本文在介绍开车前安全审查方法的基础之上,分析了PSSR安全检查表在实际应用中应注意的问题,对编制与应用PSSR安全检查表的基本要求进行了阐述。

Pre-Startup Safety Review（PSSR） uses the standard of Process Safety Management to make a com- prehensive assessment which determines whether the device can be started up safely. It is a basic element of pro- cess safety management system in OSHA, and it has been widely used in oil refining and other high-risk industries on a global scale. The PSSR safety check list is the basis and foundation of the PSSR, in？addition the quality of the PSSR safety check list can directly affect the proceeding and result of PSSR. The article introduces firstly Pre- Startup Safety Review method, analyzes the problem that should be paid attention to in the practical application of PSSR safety check list, and elaborates the basic requirements in the preparation and application of PSSR Safety Check List.
