摘要
计划和市场的关系,是中国共产党领导社会主义经济建设和社会发展中的重大问题。在新中国建立以来60多年的历史中,中国共产党探索计划和市场关系的基本经验主要是:计划和市场都是发展经济的手段,并不具有社会制度和意识形态的属性;在社会主义改革和发展的过程中,注重在理论和实践上区分计划体制和计划本身的区别,同时注重社会主义市场经济与新自由主义市场经济的区别,防止陷入对市场的迷信;以社会建设为重点,不断探索在市场经济的基础上有效干预社会发展的机制,构建有计划的社会主义市场经济体制。
It is a serious issue of the relationship between plan and market for the Communist Party of China ( the CPC ) to lead the socialist economic construction and societal development. During the history of more than 60 years after the founding of the New China, the CPC's basic experiences of exploring the relationship between plan and market are mainly following: Plan and market are all means to develop economy which has no property of social sys- tem and ideology.
