从行动者网络理论看我国农村信息化工程建设

The Rural Informatization Project in China from the Perspective of the Actor-Network Theory

农村信息化建设在国家强力支持下快速发展,服务体系基本建立,基础设施明显增强,但部分深层次问题并没得到根本解决。运用行动者网络理论从农村信息化工程内部进行剖析:分析农村信息化工程的建构因素,指出现实中相关人类行动者要素缺失、非人类行动者的能动性作用、行动者自身的行动能力与利益考量,致使农村信息化行动和效果打折扣;分析农村信息化工程网络转译过程,认为农民应是网络转译过程的核心,但在组织动员中,农民则是网络转译过程的被动参与者,企业作为招募对象是网络转译过程的积极参与者。提出政府在发挥主导作用的同时,应把"必经之点"农民对信息的接受与使用作为问题的突破点,对其他行动者的功能进行整合,构建一个完整的农村信息化政策支撑体系,提升农村信息化整体水平。

Currently, the construction of rural information is rapidly developing with the strong policy support from the state, the service system basically completed and the infrastructure significantly enhanced. However, some deep-rooted problems have not been solved yet. The Actor-network theory is used to analyze the rural information project from its internal part. The analysis of the constructive factors shows that the shortage of relevant elements of human actors exists in reality, the initiative roles of non-human actors, the actors＂ ability of act and their thinking about interests and so on have discounted the actions and effects of rural information; the analysis of the translation process of the rural information technology engineering network shows that farmers should be the core of the translation process network, but in the organization and mobilization farmers actually are passive participants in the network translation process. Enterprises, as a recruitment target, are active participants in the network. It is suggested that governments play a leading role; and the ＂obligatory points of passage＂ -farmers＂ acceptance and use of the informationbe-be treated as sally port to integrate the functions of other actors, construct a complete support system for rural information policy and thus improve the rural informatization in an overall way.
