论以改善民生为重点的社会建设

On the Analysis of Social Construction Focusing on the Improvement of the People’s Wellbeing

文中认为以改善民生为重点的社会建设具有平等性、公共性、公益性、长期性、倾向性的基本特征。在以改善民生为重点的社会建设中应把握好的几种关系:从建设主体来看,要把握好政府主导与民众主体的关系;从建设任务来看,要把握好教育、就业、收入、社会保障、医疗及社会管理的协调发展;从建设内容来看,要把握好民生建设与其他社会建设的关系;从建设途径来看,要把握好增加投入与体制改革的关系;从建设过程来看,要把握好社会建设不同阶段间的关系。

The basic features of social construction are equality, publicity, long - period, orientation. The CCP and the government should deal with some important relationships. On the aspect of construction subject, we should deal with the relationship between government and civics; on the aspect of construction task, we should coordinate the development of education, job, income, social security, medical treatment and the management of society ; on the aspect of construction content, we should deal with the relationship between the construction of people＇ s livelihood and the construction of other social aspects; on the aspect of construction approach, we should deal with the relationship between investment increase and system reformation; on the aspect of construction process, we should deal with the relationship among different stages.
