毕节试验区百里杜鹃景区管理体制变迁的旅游效应研究

Research on Tourism Effect of the Change in the Management System in One-Hundred-Li Azalea Belt of Bijie Experimental Zone

位于毕节实验区境内的百里杜鹃国家级风景名胜区,在其管理体制改革几经试错后,于2007年创新性地建立了"既管资源保护又管景区经营管理"发展模式,实现了历史性转折。在实地调研基础上,以景区管理体制变迁为视角,分析并比较百里杜鹃景区管理体制变迁前后的旅游效应,对比结果表明管理体制改革消除了景区治理的政区壁垒以及制约旅游发展多种瓶颈因素,促进了景区整体发展。

The management mode of ＂protecting resources and managing operation＂ was established innovatively in 2007 in the national scenic spot of the 100-Li Azalea Belt, located in Bijie Experimental Zone, after some mistaken reforms of the management system. This paper, on the basis of field research, from the angle of the management system change, analyzes and compares the tourism effect before and after the change. The results show that the reform of the management system eliminates the barrier of administrative division and the bottleneck of tourism development, so as to promote the overall development of the regional area.
