市场经济运行既遵循一定的规律 ,又有其不确定性。面临通货紧缩和诸多经济风险 ,实施积极财政政策是完全正确的选择。但由于我国财政自身存在着规模、结构、制度等方面的缺陷和经济矛盾的复杂性 ,财政政策风险在所难免。未来财政政策选择 ,必须适应市场化改革和经济结构调整要求 ,提高绩效 ,控制风险 。

With regard to inflation and many other risks, it is a correct choice to exercise active financial policies. As limitations are found in the Chinese financial scale, structure, and system, together with the complexity of economic contradictions, financial risks are inevitable and must be controlled to suit to the requirements by the reform of marketization and adjustment of economic structures with the purpose of improving performance and realizing the common development of finance and economy.
