摘要
政府可以通过直接手段和间接手段积极促进风险投资业的发展，但风险投资是基于市场经济的一种风险分担机制，政府的作用只是为其创造良好的经营环境，政府不应也不能主导或主办风险投资业。
Government can play an active role in developing venture capital industry with direct and indirect measures, but venture capital is a risk-sharing mechanism hased on market economy. So the function of government in promoting venture capital industry is to create a favorable atmosphere for it, instead of leading or sponsoring it.
