WT5”BZ]This paper,in terms of the founding and running of a non-governmental affiliated college,holds that the operation of such an institution is fully dependent on its tuition.It is an enterprise of a civilian nature,which is an experimental educational form implemented by the state.Efficiency and quality are the two tasks that a public university and its affiliated civilian-run college should try to accomplish,and they are also the base that the two institutions can be both benefited.
