环境规划作为行政规划的一种,适用一般行政规划的法律规制手段。但环境问题的整体性、环境规划的特殊属性决定了其需要协调的利益关系的特殊性。因此,对环境规划除适用一般行政规划的法律规制外,更重要的在于对规划制定主体、各类环境规划以及环境规划与其他行政规划的整合。通过整合,协调环境规划涉及的特殊利益关系,最终达到制定和实施环境规划的共同目标——环境保护。

As an administrative project,environmental project can apply to the general legal regulation of administrative project.But the integrity of the environmental problems and the particularity of the environmental project make a decision of the special interest relations,which need to coordinate.Except for the general legal regulation of administrative planning,it is more important to integrate the project makers,various types of environmental projects,and integrate the environmental project and other administrative project.Through the integration,coordinate the special interest relations,in order to achieve the goal of the formulation and implementation of the environmental project-environmental protection.
