On CHEN Chi's Idea of Substituting Import for Industry

:陈炽的发展进口替代工业思想主要体现在《庸书》、《续富国策》二书中 ,作为一个改良思想家 ,他认为应向西方学习 ,发展进口替代工业 ,以抵制列强侵略 ,减少外贸逆差 ,为此就必须引进、推广机器 ,并开博览会以助其成 ;至于所要发展的工业领域 ,则主要有矿业、纺织业、轮船制造业、饮食业、百货业、机器制造业等等 ,其主次顺序为纺织业、百货业。

CHEN Chi's idea of substituting import for industry is embodied in his two books: Yongshu and Implementation of Policies to Enrich Countries. As a reformist, CHEN Chi insisted that we should learn from the western countries, and substitute import for industry, so as to resist imperial aggression and reduce the adverse balance of foreign trade. The industrial fields involved should have been mining industry, textile industry, ship-building industry, and food and drink industry, etc., in which textile industry, general merchandise industry, food and drink industry are considered first.
