中国与朝韩两国睦邻外交中安全困境的战略破解

The Strategic Break of the Security Dilemma in the Good-neighborliness Diplomacy between China and the DPRK-ROK

历史与现实显示,中国与朝鲜半岛,或者说中国与朝韩两国以及朝韩两国之间的睦邻外交中存在着种种困扰相关各方的安全两难问题,而破解这种因漫长时期所形成的安全两难问题,需要我们结合它的成因及发展进行综合考虑和分析,可以从四个角度入手:一要强化与朝鲜半岛两个国家的战略互信及睦邻友好关系;二要超越意识形态的分歧,凝聚中朝韩文化的核心价值;三要积极努力地构建以中朝韩为核心的睦邻安全共同体;四要在原"六方会谈"的基础上,在联合国框架的辅助下,组建包括中朝韩相关国家在内的"东北亚合作组织"。

The history and the reality show that, there is a dilemma in the diplomatic relationship between China and DPRK-ROK or that between DEPK and ROK. To solve this dilemma formed through the long historical periods, we need to com- bine the causes and development with the comprehensive consideration and analysis. The analysis can be conducted from the four perspectives： first, we should strengthen strategic mutual trust and good-neighborly and friendly relations between the two coun- tries on the Korean Peninsula; second, we should transcend ideological differences and condense core value between China and DPRK-ROK; third, we should construct a security community between China and DPRK-ROK; fourth, we should set up the Northeast Asia Cooperation Organization with the related countries, including China and DPRK-ROK, based on the original ＂six party talks＂ , under the assistant framework of the United Nations.
