Cultural Planning and Urban Sustainable Development

重视文化的城市竞争,促进了文化规划的兴起与发展。文化规划是对城市规划和城市公共政策进行文化的探讨。作为针对文化资源和文化需求的规划方法,文化规划从1990年代在西方城市兴起以来,在有策略地运用城市文化资源促进城市整体发展方面起到了积极的作用。随着对以经济发展为单一目标的文化行政的反思,侧重经济、社会整体发展的文化规划能够解决城市可持续发展过程中的很多问题。从长远来看,文化规划作为城市文化行政与城市可持续发展相统一的策略,或将成为未来我国城市公共行政发展的必然趋势。

Cultural planning began to develop with the city-to-city competition attaching great importance to culture. Cultural planning means the discussion of the city planning and the urban public policies from the an- gle of culture. As a method of planning on cultural recourses and cultural needs, cultural planning has been playing an active role in terms of the cities＇ integrative development since it emerged in western countries in 1990s, which is promoted by using strategically the city cultural recourses. With the introspection of the cultural administration targeted solely on the economic growth, it is clear that many problems related to the urban sustainable development could be solved as long as the cultural planning would focus on the integration of economic and social progress. In the long run, cultural planning, the strategy that consistent with urban cultural administration and urban sustainability might turn into the inevitable trend in the public administration in China＇s urban areas.
