中国汽柴油标准现状及改善油品质量面临的挑战 被引量:19

摘要 中国机动车尾气排放控制管理体系很大程度上借鉴了欧洲的管理经验。迫于空气污染控制的严峻形势,中国发布了2018年前清洁油品路线图。但该路线图是否能够按期实现,是否能够满足汽车尾气排放控制的要求,仍然具有不确定性,取决于石化行业能否生产足够的车用柴油,以及多数消费者是否会选择车用柴油。建议:加强政府在油品质量标准制定上的指导及油品质量的后期监管;加快普通柴油硫含量50ppm和10ppm标准的制定,尽快完善普通柴油质量改善的路线图,争取2018年实现两种柴油标准的并轨;结合燃油消费税的调整,通过对优质油品减税、劣质油品增税或者组合使用,即借助价格手段有效引导石化行业生产者以及消费者的行为。 China's vehicle-emission control management system owes much to the European management experience. Faced with a grim situation in air pollution control, China released a roadmap for clean fuel by 2018. It is still uncertain that the roadmap can be followed on time and whether it can meet the requirements of automotive emission control, depending on whether the petrochemical industry can produce enough diesel, as well as on whether most consumers will choose diesel. The government is urged to: strengthen its guidance on developing quality standards and carrying out oil quality monitoring; speed up developing 50ppm and 10ppm sulfur-content standards for diesel; improve the roadmap for raising ordinary diesel quality to the point of merging the two diesel standards by 2018; adjust the fuel consumption tax and combine tax cuts for high-quality oil and a tax increase for poor quality oil, in other words use price as a means to effectively guide the behavior of producers and consumers in the petrochemical industry.
