摘要
页岩气勘查开采具有技术比常规油气要求更高、勘查开发难度更大、投资多、施工周期和资金回收周期长的特点。要积极稳妥、快而有序地推进页岩气勘查开采,必须在学习和借鉴美国页岩气成功开发的经验基础上,从我国国情和客观实际出发,自觉遵守地质工作规律和市场经济规律;积极应对我国页岩气资源潜力和分布情况落实程度低、勘查开采核心技术不足、勘查开采成本高、页岩气开采对水资源和环境可能造成隐患,以及勘查开采监管力量不够等问题。为推动我国页岩气健康有序发展,国土资源部组织完成了对我国页岩气资源潜力的首次评价;开展了两轮招投标,积极推进页岩气探矿权出让;部署了有关页岩气勘查开发和科技攻关工作;建立了页岩气勘查开采有关管理制度。
Exploration and extraction of shale gas requires higher technology than conventional oil and gas because of bigger prospecting development difficulties, more investment needed, and a comparatively long-term construction period and capital recovery cycle. To promote shale gas exploration drilling actively and rapidly, yet prudently and in orderly fashion, we must learn successful lessons from American shale gas development. We should base our action on successful experience, China's national conditions, and objective reality, and we should consciously follow the necessary procedures for geological work and the rules of the market economy; cope with problems likely due to the low rate at which potential is being tapped, the diffuse distribution of China's shale gas resources, lack of core technology for prospecting and exploitation, the high cost of exploration and drilling, potential hidden troubles resulting from shale gas drilling's impact on water resources and the environment, lack of any supervisory authority over prospecting and exploitation, etc. To promote healthy and orderly development of shale gas in China, the Ministry of Land and Resources has organized the first assessment of shale gas' resource potential in China, held two rounds of bidding to promote economically efficient transfer of shale gas exploration rights, performed exploration and development and science and technology research work on shale gas and established an appropriate management system for exploration and extraction of shale gas.
