实现城乡基本公共服务均等化是统筹城乡发展、建设和谐社会的重要内容。当前在城镇化速度加快的条件下,城乡结构和形态处在不断变化之中,需要新的制度安排和资源配置方式。应建立公共服务的动态调整机制、需求表达机制,通过市场机制、技术手段等实现公共服务资源的有效配置,通过过渡性制度安排解决特殊人群问题,通过社会保障均等化促进公共服务均等化等。

The equalization of basic public services between urban and rural areas is an important strategy in overall planning of nrban and nrral development and building of a harmonious society. At present urbanization is accelerating, and some new trends emerge in rural construction and development, which requires new arrangements in the allocation of public service resources, such as dynamic adjustment of public services, the use of market mechanism and new technologies to enhance efficiency etc.
