新时期县域规划的基本理念

THE FUNDAMENTAL CONCEPT OF THE PLANNING FOR THE COUNTY REGION

从理论上探讨了新时期我国县域规划的背景 ,提出了“协商式规划”、“空间管制”、“整体规划”、“过程规划”等若干新的规划理念 ,以及相应的县域规划制度保障体系 ,试图为我国县域规划工作的发展提供一定借鉴。

As the administration unit, the county enjoys the unique position in Chinese economical and social development. It is an inter-place urban and rural which are influenced with each other. The planning for the county region has a long-term significance. This paper explores the recent background of the drawing-up of the planning for county region theoretically and puts forward the newly planning concept such as negotiated planning; spatial control; entirety planning and process planning. It also puts forward a related security system for the planning implementation for the county level, hopefully it is referential for the circle.
