我国城市社区社会组织的发展现状与培育策略——一项基于对中小城市的调查与思考

China's Urban Community Social Organization:Current Development and Nurturing Strategy——Survey and Reflections Based on Small and Medium-Sized Cities

社区社会组织的存在对于整合社区服务资源、满足社区居民服务需求、发展社区民主政治、增强社区凝聚力具有不可替代的作用。但由于我国社会领域的改革推进较慢,社区社会组织的成长相对滞后,多数中小城市社区社会组织的发展无论是数量还是质量上更低于发达省市水平。如何培育社区社会组织已经成为中小城市管理者面临的一个重要课题。文章在问卷调查与个案分析的基础上,就中小城市社区社会组织发展的现状与瓶颈进行了问题诊断,并提出了一系列的培育策略。

The existence of community social organization plays an irreplaceable role in the integration of community resources to meet community service needs, develop community democratic politics, and enhance community cohesion. However, to promote the slow reforms in the areas of China＇ s society, the growth of community social organization appears to be lagging behind the development of community social organization of small and medium-sized cities in terms of the quantity or quality below the national aver- age. How to foster community social organization has become an important issue facing managers of small and medium-sized cities. Presenting the status quo and problems of the development of community social organization of small and medium--sized cities on the basis of a combination of survey and case studies, this paper diagnosed the problems sand proposed a series of nurturing strategies.
