《江苏沿海地区发展规划》的通过实施,标志着江苏沿海开发正式提升为国家战略。面临江苏沿海开发的战略机遇,作为江苏沿海14个县份之一的灌南,如何更快地把握沿海开发机遇,实现又快又好发展,具有十分重大的现实意义。文章通过分析灌南沿海开发的地理优势,借鉴国内外先进港口城市发展的经验,从而探索一条灌南沿海开发的崛起之路。

Jiangsu Coastal Development Plan has brought into effect, marking the official promotion of Jiangsu coastal development to the national strategy. Coastal development in Jiangsu faces strategic opportunities. Being one of the 14 coastal counties, Guannan is of great practical significance in how to quickly grasp the opportunity of coastal development and achieve better and faster development. The paper will explore an approach to rise of Guannan through analysis of the geographical advantage of Guannan coastal development and drawing lessons from the experience of advanced port cities.
