绩效视角下政府购买社会工作服务模式的优化：济南市的经验

A Study of Model Optimization of Government Purchasing Social Services in the View of Public Service Performance: Based on the Experience of Jinan City

本文从公共服务绩效的视角,构建了政府购买模式对社会工作服务绩效的影响机制分析框架,并以济南市为样本,实证考察总结了政府购买社工服务项目模式与岗位模式各自的运行特点,分析评价两种模式对政府购买社工服务绩效的影响途径及效果,提出应基于我国本土实际,立足社工服务自身特点,创新公共服务需求发现机制,提升社工服务机构能力,建立政府购买公共服务预算制度,不断优化政府购买模式,改善服务绩效,满足公共需求。

The article constructs a theoretical framework to analyse the effects of government purchase mode on the public service performance. According to the practice of Jinan City, the article empirically tests the relative impact mechanism and effect and summarizes the principles to optimize the purchase mode of social work services contracting, which involve the innovation of discovery mechanism of the demand for public services, the improvement of professional service capabilities, and the establishment of governmental purchase budget.
