摘要
领导班子配置决定着领导班子的领导力与执行力,是行政管理、领导人才与领导科学领域研究中一个倍受瞩目的问题。本文通过对我国部分省市的机关单位和乡镇领导班子调研,运用结构方程模型分析与概括了当前我国领导班子配置工作实践的相关模式、经验及存在的问题,构建了领导班子配置的结构维度并提出了优化策略。与传统研究构建的领导班子配置平面模型不同,本文突破以往研究中性别、年龄、学历结构组成的平面模型,构建了立体结构模型,包括领导班子球心的核心结构维度、球体的内层结构维度与球面的外层结构维度。文章最终得出结论,领导班子配置既要坚持群体优化原则,又要将立体结构模型与坚持结构优化原则相结合。
The Leadership and Execution depend on the configuration of leadership. It is a high--profile issue in the field of Public Administration and Leadership Science. The study investigated leaders from leadership teams of villages and towns in 4 provinces through ease study and questionnaires, and analyzed their working mode, experience and problems. At least, we constructed a structural dimension, and also raised an optimizing strategy. Different from the traditional research of Leadership configuration model, the paper breaks through the existing research of planar model based on age, gender and education,and builds a three--dimensional structure model, including the core structure, the inside structure of the spheres and the outer structure of the spherical surface. Finally, the paper draws a conclusion leader- ship configuration should not only insist on the principle of optimal population, meanwhile, the three--dimensional structure model should adhere to the principle of structural optimization.
