5. Reconstruction of rare earth industrial chain in developed countries Developed countries represented by the United States have a deep feeling that the weakened realeconomy is unfavorable to GDP growth and employment. They adopt the strategy of rebuilding the real economy and vigorously develop many industries headed by manufacturing industry. For rare earth industry, the United States is gradually reconstructing rare earth industrial chain. In addition to expanding exploration and exploitation of rare earth ore and resuming production of rare earth raw materials, the United States is recovering and expanding production capacity of rare earth functional materials, like SmCo and NdFeB magnets. Congressional Research Service (CRS) estimated that rare earth consumption in magnetic materials in the US in 2010 accounted for 3.3% of the total and the figure would reach 13% by 2015. In the future, export of rare earth raw materials or rare earth materials is not optimistic. Promoting domestic application is a reliable way to compensate for the reduced export. Maybe the increased domestic application could exceed the decreased export volume. In this way, we could ensure the sustainable development of holistic rare earth industry.
