Design Implementation Evaluation-Case Study On Business Districs In Fuzhou

本文通过对近年福州商务办公区城市设计编制、实施的实例研究,对规划目标、规划内容及实施效果进行分析,通过研究在实施过程中发现的问题,分析影响实施的主要因素,提出城市设计实施评价绩效评估模式。该评价方法将规划目标、设计方法等指标进行分解,并按照实施程度进行评分,使定性指标分解量化,形成评估模板。此方法可根据地方及项目的具体情况进行调整,可适用于同一项目的定期回顾或同时段多案例对比分析。评价结果的反馈使设计单位及规划管理部门可掌握实施问题的核心,有效提高城市设计的实施效果。

In order to improve the implementation results of the urban design,this paper focuses on the planning implementation and evaluation.It studies the actual design cases of the business districts in Fuzhou,including the main introduction of the planning content,the comparative analysis of implementation effect.The research analyzes the problems in the construction process,evaluates the main influencing factors of the planning actualization,and proposes an evaluation model of urban design evaluation.The evaluation model uses the performance appraisal method and graded index to calculate score.Such an assessment method is applicable to different scenarios and different stages,especially to multi-case comparison.Indices and weights may need to be adjusted depending on the different target,and be adjusted in accordance with different conditions.Its core is the decomposition of the planning objectives and design elements,which will be implemented feedback to design units and planning departments,so that future designs can better grasp the core of the problem to improve the planning implementation effect and to strengthen planning and management organizational mechanisms.
