居民阶梯电价的实施及执行效果分析——以唐山地区为例

阶梯电价作为一项电力需求侧管理政策,通过价格杠杆实现抑制不合理用电需求的目的。根据国家发展和改革委员会的相关指导意见,提出了居民电价的实施条件、目标函数及边界条件,以唐山地区为例,对按照覆盖率及电量分档标准的阶梯电价实施效果进行了分析。

Ladder electricity price as electric power demand side management policy, through price leverage, achieves the pur- pose of the curb unreasonable demand. According to the national development and reform commission relevant guidance, it puts for- ward the residential electricity implementation condition, objective function and boundary conditions in Tangshan region. Effects of the standard are analyzed according to the coverage and capacity step ladder electricity price.
