1913年倪嗣冲出任皖省都督兼民政长后,比较重视淮河的治理,通过开展赈灾,健全水利治理机构,疏浚河道,修建河堤,使得安徽境内淮河流域的治理初见成效,对保障民众生命,保护民众财产,促进农业发展,维护皖省社会稳定,都起到了积极的作用。
