矿产资源综合开发利用效益分析与建议

Empirical Analysis and Suggestion for the Benefit of Comprehensive Exploitation and Utilization of Mineral Resources

从开展矿产资源综合开发利用的背景入手,简要阐述了矿产资源综合开发利用对提高资源保障能力,建设两型社会,转变矿业发展方式的重要性,从宏观和微观角度分析了综合利用的资源、经济、社会、环境效益,并结合湖南有色新田岭钨矿综合开发利用的实例,测算了矿山在增加可采储量、提高经济收入、保护生态环境、促进就业方面的具体效益。最后,立足我国现实国情提出了建立"绿色矿业基金",以加快推进矿产资源综合开发利用的政策性建议。

Based on the background of comprehensive exploitation and utilization of mineral resources, this paper briefly elaborates its importance to improve resource security capacity, construct two-oriented society and transform the mode of mining development. Then the resource, economic, social and environmental benefits of comprehensive utilization was discussed from macro and micro perspectives. According to the case study of Hunan Nonferrous Xin- tianling tungsten mine,it estimates the mine＇s specific benefits in increasing recoverable reserves, raising income, protecting ecological environment and promoting employment. Finally, on the premise of China＇ s actual conditions, the policy-making suggestion of establishing＇ Green Mining Fund＇ was given to push forward the comprehensive ex- ploitation and utilization of mineral resources.
