在公共突发事件频频的风险社会,媒体作为信息传播中联结政府和公众的纽带,对舆论的维稳具有不可推卸的重大责任。就媒体责任的指向而言,其报道既需要尊重政府的制度和政策,为公共利益着想,又必须符合自身职业道德素质要求,同时也应当对公众起到积极的导向作用。就媒体在公共突发事件传播进程中的具体责任而言,其主要承担着事前的预警,事中的准确及时报道事实、进行舆论监督,以及事后的推动反思和搭建政府与公众沟通的平台等责任。媒体最重要的品质当为责任、道德、理性,当这些品质得到足够的重视,并切实落实到信息传播的每一个具体环节中时,公共突发事件将在更加稳定的舆论环境中得到更优更高效的解决。

In terms of specific responsibility of the media in the public emergen-cy communication process,which is mainly responsible for the advance warning,in accurate and timely report the facts,supervision by public opinion,and to promote reflection afterward and build a communication platform for the government and the public responsibility. The most important quality when the media responsibility,moral,rational,when these qualities are enough attention,and to effectively im-plement to each specific link information in public emergencies,will be in a more stable environment of public opinion better solve more efficient.
