高校分类管理是管理主体围绕管理目标、遵循高等教育发展规律,对不同类型高校分别进行组织、协调、规划、引导、控制、服务等的一系列活动。高校分类管理的目的在于通过高校职能分工与办学定位,通过政府宏观引导、协调以及社会的广泛参与,实现政府制定科学的教育发展规划和实施分类指导与服务,推进高校现代大学制度建设,优化高等教育系统结构,建立多样化的、不同类型高校之间协调发展、同类型高校之间竞争发展的高等教育体系。高校分类管理主要包括高校职能、高校办学质量、高校办学资源和高校办学制度等方面的分类管理。
