近代中国权利观念的发展大致经历了如下几个阶段,即民本——民权——民主。首先是肇始,其次是有了一定的物质基础即经济基础,再次是西方思想的传入,启蒙了先进的近代中国人,正式提出权利概念,但只是初步的权利概念,并不完全具有现代意义,在清王朝垮台之后,权利概念进一步发展,内容开始以前所未有的速度丰富起来,至五四新文化运动时期,具有现代意义的权利观念正式形成。
