对于如何扩大内需 ,启动消费 ,促进我国经济的增长 ,许多学者提出了各种建议。本文侧重从政府的决策角度出发 ,认为政府扩大内需政策的思路应拓宽一些——除重视需求管理政策外 ,还要重视供给管理政策 ;要合理利用价格机制拉动内需 ;要针对不同需求主体、不同地区制订不同的政策 ;要通过国有企业技术改造拉动需求 ;

This article invites attention to the importance of the government's decisions and holds that the thinking of the government on expanding domestic demand should be broadened. The government should not only pay attention to the policy of demand management and that of supply management, but also rationally use the price system to enlarge domestic demand, and formulate different policies for different demand subjects and districts,and enlarge domestic demand through technological reformation of state operated enterprises and use education to increase the domestic demand, etc.
