多语种(汉、维、哈、柯文)辅助办案系统的开发

DEVELOPING COMPUTER-AIDED CASE HANDLING SYSTEM IN CHINESE, UYGHUR,KAZAK AND KYRGYZ

结合新疆少数民族地区公安机关的工作实际,在充分考虑到基层执法办案民警的需求后,开发出了中文、维吾尔文、哈萨克文、柯尔克孜文辅助办案系统。重点介绍辅助办案系统的系统结构、工作流程及关键技术。软件是多文种操作界面,操作简单、具有良好的安全性及兼容性。系统使用了少数民族文字处理、模板化、软件国际化等技术。该系统的开发与应用,对降低警务成本,提升公安机关工作效率,促进执法规范化等方面具有良好的成效。目前系统在乌鲁木齐某公安局正常运行了2年。

In combination with the work realities of public security organs in Xinjiang minority nationality area, and taking into full consid- eration the police＇ s demand on law enforcement and case handling, we developed a computer-aided cases handling system in Chinese, Uigur, Kazakh and Kirghiz. This paper mainly introduces the system structure, workflow and key technology of the system. This software has multilanguage operation interface, it operates easily, has a good safety and compatibility. The system adopts the techniques like the minority languages word processing, templatisation and software internationalisation, etc. The development and application of this system has remarkable effects on reducing the policing cost, improving the work efficiency of public security organs, and promoting the standardisation of law enforcement. Currently, the system has been in routine operation in a certain public security bureau in Urumqi for two years.
