基于博弈论的煤矿安全监管分析及对策研究

Analysis of Safety Supervision and CountermeasureResearch Based on Game Theory

加强安全监督管理是提高煤矿安全生产水平的重要途径之一。文章以博弈论为工具,分析了煤矿安全监管,构建了政府与煤矿企业静态监管博弈模型,通过引入惩罚、奖励和外界监督等变量优化煤矿安全监管机制。最后提出加大执法力度、建立科学的安全监管体系和考核指标体系,完善安全监管激励机制,增强企业责任感和完善监督机制等提高煤矿安全监管水平的建议。

Strengthen safety supervision and management is one of the most important ways to improve the level of coal mine production safety. From the view of the safety management analyze safety coal mine supervising. Safety supervising was analyzed with game theory as analysis tool. Game theory is the theory that study making decision of people. The game payoff matrix of the supervising model be- tween government and the coal mine enterprise was built up using the game theory. Finally some suggestions that solve the problems of safety supervising at present were put forward, as intensifying law enforcement, establishing scientific safety supervision system and in- dex of safety supervision examine system, perfect safety management incentive mechanism, and enhancing responsibility of enterprise and perfecting supervision mechanism.
