长白山区生物多样性保护的法律思考

Legal Thinking on Biodiversity Protection in Changbai Mountain Area

长白山区是重要的生物多样性中心,生物多样性对维护生态系统平衡和促进地方经济发展有着重要的现实意义。然当前我国保护生物多样性存在立法缺位、执法不力、救济不足等问题。为加强对长白山区生物多样性的保护,遏制生物多样性锐减的趋势,在对当前有关保护生物多样性的相关法律梳理的基础上,从立法、执法及法律救济等视角对保护和合理开发长白山区生物多样性资源进行探讨。

The Changbai Mountain area is the important biodiversity center, the biodiversity has important practi-cal significance in maintaining ecosystem balance and promoting local economic development. Howev-er, the present biodiversity protection in our country exists the absence of legislation, weak enforce-ment, relief shortage. In order to strengthen the biodiversity protection in Changbai Mountain area, curb the trend of biodiversity reduce sharply, on the basis of combing the relevant laws about current biodi-versity protection, from the legislation, law enforcement and legal remedies and other perspectives on the conservation and rational exploitation of Changbai Mountain area biodiversity resources were dis- cussed.
