生态文明城市评价指标体系与水平测度

Measuring and Defining Eco-civilization Cities in China

从地理学的角度探讨了生态文明城市的内涵,提出了生态文明城市建设的六维路线图,即生态文明城市建设的生态制度体系、生态文化体系、人居环境体系、环境支撑体系、资源保障体系和生态经济体系六大体系;从制度保障、生态人居、环境支撑、经济运行和意识文化5个方面选择35项指标构建了对生态文明城市建设水平进行评价的指标体系,提出了相应的测度方法,并对沈阳市和平区、苏州市相城区、西安市浐灞区、成都市温江区和贵阳市等5个典型城市的生态文明城市建设水平进行测度分析。结果显示:苏州市相城区、成都市温江区和沈阳市和平区属于生态文明建设模范城市;贵阳市和西安市浐灞区属于生态文明建设先进城市。最后针对各市、区的生态文明城市建设现状对其生态文明城市发展提出对策和建议。

An eco-civilization city is a composite organic system composed of population, resources, environment, economy and society. These cities are characterized by harmonious man-land relationships, efficient utilization of resources, comfortable and beautiful environment, sustainable ecology system, dynamic and sustainable economy, civilized and orderly social environment. Here, we developed a six-dimensional and 35-factor index system to better understand and define eco-civilization cities and applied this to Heping District in Shenyang, Xiangcheng District in Suzhou, Chanba District in Xi＇an, Wenjiang District in Chengdu and Guiyang city. Common patterns across these districts were the need for improved education about eco-civilization culture, strengthening of the ecological economy, and better implementation of the environmental impact assessment system. In some districts the development of a low carbon, cycle, green economy should be enhanced, and high-polluting enterprises should be phased out gradually. The evaluation index system constructed here is appropriate for a macro level and will be contribute to an evaluation index system for the entire country; however, we acknowledge that local cities will need to adjust, replace or supplement the index system to adapt to local circumstances.
