经过三十多年的发展,我国城镇体系规划在理论和实践上都逐渐走向成熟,成为我国区域规划层面的法定规划。目前,城镇体系规划表现出对市场考虑不够、规划弹性不足和可行性不强等问题,并面临市场化、全球化和信息化的外部挑战。作为协调区域发展格局、纠正市场错误和实现国家宏观战略目标的重要工具,未来城镇体系规划应重视市场力量,在定位上向保护和引导型规划转变,在性质上由刚性向弹性转变,在编制方法上向契约制转变,在内容框架上进行动态更新。

Urban system planning is maturing in both theory and practice after over thirty years development,and it has become a statutory plan at regional level.Urban system planning is sill weak in flexibility and implementation.In the future,the plan shall be an important approach to implement national policy,coordinate regional development,and remedy market failures.Urban system planning shall highlight market power,transfer towards preservation and guidance planning,from rigid to elastic planning,from control to contract planning,and realize dynamic update.
