摘要
城市总体规划虽然在宏观层面对城市建筑总量有量化指标,但在规划实施过程中容积率频频被突破,容积率寻租现象难以遏制。控制性详细规划如何落实城市总体规划,避免"合成谬误",以及如何提高容积率控制效率,避免频繁调整,成为2013版《深圳市城市规划标准与准则》修订的目标之一。容积率管理通则的制定,不但给建筑总量控制从城市总体规划到控制性详细规划分解提供了一个路径,而且为容积率管理提供了一种控制手段。
Urban master plan has general quantified amount at macro level, but FAR has been often increased in practical operation. Improving regulatory planning authority is one of the goals of the 2013 Shenzhen Urban Planning Standard and Regulation revision. General FAR management rule in the revision has provided an approach for FAR management in regulatory planning.
