武汉市新一轮控规导则优化的探索与实践

The New Round Wuhan Regulatory Planning Improvement Practice

为适应2008年出台的《中华人民共和国城乡规划法》中对城乡规划管理提出的新要求,武汉市总结2008年版控规导则实施的情况,以法定化为目标,对新形势下控规导则的编制方式、编制内容、成果形式、管理应用等进行了优化。针对控规导则在实施过程中存在的编制周期紧迫性与规划管理严谨性矛盾显著、"结论嵌入式"技术成果作用有限等主要问题,武汉市新一轮控规导则在编制过程中运用"1+N+2"的规划管理模式,采取"合二为一"的成果形式,并采用核心指标"链接式"管理、特殊区域个性化管理,强化控规导则的公益性和经营性,以期优化控规导则的编制方法和模式。

In response to new requirements in Urban Rural Planning Law of the People＇s Republic of China, Wuhan concludes the 2008 version regulatory planning implementation, and improves regulatory planning compilation, content, product, management. With respect to problems like compilation urgency and rationality, the new round Wuhan regulatory planning uses ＂1＋N＋2＂ planning management model, adopts ＂two in one＂ product and core indices chain management, characteristic management, and improves public benef~ content in statutory charts.
