宁夏初始水权分配及水权转换实践与经验

Discussion on the Practical Experience of Initial Water Right Allocation and Transfer in the Ningxia Hui Autonomous Region

宁夏是全国第一个将黄河初始水权分配到县(区)级的省区,率先开展了水权转换的试点工作。通过多年的水权分配及水权转换实践,宁夏已经走上了以农业节水支持工业发展用水、以工业发展反哺农业的良性轨道,探索建立了干旱地区跨行业水权流转的经济发展用水新模式。水权转换已成为解决宁夏经济社会快速发展需求与水资源紧缺矛盾的有效途径。

The Ningxia Hui Autonomous Region（Ningxia） is the first province which assigned the initial water right to county（district） levels in China,and spearheaded pilot projects of water right conversion across the country.Through the allocation of water rights and water rights transfer practice for many years,Ningxia has obtained the benign development in industrial development by water utilization supported by agricultural water saving and the agriculture development by industry re-feeding.A new mode of economic development of water rights transfer across the industry in arid area has been explored and established.Water right transfer has become the effective way to solve the contradiction between the demand of rapid economic and social development of Ningxia and the shortage of water resources.
